The Department of Agriculture Fisheries and Forestry (DAFF) has issued notice 49-2024: “Approval of new Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) facilities in Japan for used motorcycles and associated parts for export to Australia.”
The notice is of interest to importers and customs brokers associated with the biosecurity clearance of used motorcycles and associated parts imported into Australia from Japan.
Importing motorcycles requires specialised shipping services, including clearance through customs and quarantine in Australia. Vehicle Import Approvals (VIA) are required for most types of conveyances. It is an importer’s responsibility to ensure that vehicles including motorbikes (or their parts) are clean and free from biosecurity risks before they arrive in Australia.
On 01 March 2024, DAFF formally recognised eight Japan Export Vehicle Inspection Centre (JEVIC) facilities: Yokohama, Nagoya Kinjo 1, Nagoya Kinjo 2, Osaka Sukematsu, Moji, Osaka Shiomi 2, Yokohama C3 and Nagoya Inaei facilities as a Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) for used motorcycles and associated parts for export to Australia.
To manage these goods onshore DAFF has assigned new separate Approved Entity Identifier (AEI) numbers. A list of these new numbers and details of all offshore facilities currently recognised is available on their webpage for Offshore treatment of used vehicles – recognised providers.
Customs brokers and self-reporting importers who import used goods under the ROCIP scheme must enter the AEI code for the offshore ROCIP facility in the Full Import Declaration lodged through the Integrated Cargo System. Failure to do so will result in delays on arrival in Australia with the goods being subject to full inspection.
The Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme allows used vehicles and motorcycles to be cleaned and pre-inspected by approved offshore cleaning and pre-inspection providers. Importers of used vehicles entering Australia under the ROCIP scheme are eligible to receive reduced inspection onshore.
