Changes to Motorbike Import Cleaning

Importing motorcycles requires specialised shipping services, including clearance through customs and quarantine in Australia. Vehicle Import Approvals (VIA) are required for most types of conveyances. It is an importer’s responsibility to ensure that vehicles including motorbikes (or their parts) are clean and free from biosecurity risks before they arrive in Australia.

This month the Department of Agriculture, Fisheries and Forestry (DAFF) issued Import Industry Advice no. 265-2022 titled, Changes to the Recognised Offshore Cleaning and Pre-inspection Provider Scheme (ROCIP) to include used motorcycles and associated parts for export to Australia. It is addressed to the attention of importers and customs brokers who import used motorcycles and associated parts from all countries.

Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme
The ROCIP Scheme allows used vehicles and associated parts to be cleaned and pre-inspected by approved offshore cleaning and pre-inspection providers. Importers of used passenger vehicles, used motorcycles, and associated parts entering Australia under the ROCIP scheme are eligible to receive reduced inspection onshore.

The ROCIP scheme has now been expanded to include used motorcycles and associated parts for export to Australia.

DAFF is now taking applications from existing and prospective ROCIP facilities that intend to import used motorcycles and associated parts under the Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme.

How to apply

All applications will require to submit:

  • Standard operating procedure (SOP) in accordance with all import conditions and standards;
  • Training procedures that relate to the ROCIP Cleaning systems/procedures for motorcycles

In addition to the above, new facilities will also require the below documents and be subject to an audit:

  • The biosecurity risk mitigation systems in place (including for seasonal and hitchhiker pests) across the supply chain(s);
  • Training procedures that relate to the ROCIP Cleaning systems/procedures for motorcycles
  • Screening procedures of any third-party entities involved in the offshore supply chain regarding compliance with the scheme;
  • The process to ensure consideration has been given to the fitness and propriety of individuals involved in the system. Confirmation of this should be included in the submission;
  • Any current certification relating to biosecurity and/or supply chains, including certification issued by international governments and organisations, or by the Australian Government e.g., the Australian Trusted Trader Program;
  • The compliance history of the facility.

An initial onshore verification process for new facilities will begin once the audit has been completed and service level agreement is signed.

The addition of used motorcycles to the ROCIP scheme commenced from 12 December 2022.
