This week (25 January 2023) the Department of Agriculture, Fisheries and Forestry (DAFF) issued Import Industry Advice no. 18-2023: Approval of new Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) facility in Japan for used vehicle and associated parts for export to Australia. The notice will be of interest to importers and customs brokers of used vehicles that have been cleaned by an offshore cleaning and pre-inspection provider recognised by DAFF.
The Recognised Offshore Cleaning and Pre-inspection Provider (ROCIP) Scheme allows used vehicles to be cleaned and pre-inspected by approved offshore cleaning and pre-inspection providers. Importers of used vehicles entering Australia under the ROCIP scheme are eligible to receive reduced inspection here onshore.
DAFF has now formally recognised K.K Automotive Technologies Ltd.’s (ATL) Kisarazu Facility as a ROCIP for used vehicles and associated parts for export to Australia.
They have assigned an Approved Entity Identifier (AEI) number JP1015UV to K.K Automotive Technologies Ltd.’s (ATL) Kisarazu Facility.
Kisarazu Facility was formally recognised on 05 January 2023. Used vehicles that have been cleaned and pre-inspected by the K.K Automotive Technologies Ltd.’s (ATL) Kisarazu Facility are at 5% onshore intervention rate.
DAFF had previously approved another K.K Automotive Technologies Limited (ATL) – the Nagoya Aichi Facility (Nagoya Aichi) – on 19 May 2022. Vehicles from that facility are also at 5% onshore intervention rate.
Customs brokers and self-reporting importers who import used vehicles from a ROCIP facility must enter the relevant facility AEI code in their Full Import Declaration (FID) lodged through the Integrated Cargo System (ICS) or third-party software.
A list of all offshore facilities currently recognised by DAFF with their relevant AEI codes and onshore intervention rates is available on their webpage for Offshore treatment of used vehicles – recognised providers.
Based on the AEI entered for the used vehicles cleaned and pre-inspected offshore, DAFF’s Agriculture Import Management System (AIMS) will determine an onshore inspection rate of either 5% or 100%.
If 5% onshore inspection rate is determined for the consignment by AIMS based on the AEI entry, all vehicles and associated parts included in the consignment will be held until the inspection is completed and no contamination is detected. A larger sample size may be required if contamination is found on initial 5% of the consignment.
