PEMS is an electronic system that streamlines the process for plant export inspections. It is used to capture and store information relating to the export of plants and plant products from Australia – including plant product export inspection, in-transit cold treatment (ITCT) calibration results and transport units.
PEMS offers plant exporters a range of benefits. It is designed to improve product traceability and reporting and exporters will be able to archive data within the system. This can be done on a range of devices, including desktop PC, laptop, tablet or iPad. It supports inspections for almost all plant export job functions.
In November 2018, PEMS was released to industry via a pilot program in Tasmania and South Australia prior to its full launch. The feedback has been largely positive from new users, demonstrating that it is intuitive and easy to use.
Authorised officers from DoAG already use PEMS to enter and submit inspection results and any supporting documentation. But this is now open to all exporters, external AOs, Export Document Interface (EDI users) and registered establishment executives.
The use of PEMS for the export of plants and plant products will be mandatory from May 2020. There will be a transitional period where DoAG will accept either manual or electronic plant export documentation for assessment.
